Google Workspace is built for a team's everyday email and priced per user. Cold email needs dozens or hundreds of mailboxes on separate domains. Here is how the cost and the rules compare, and when Workspace is still the right call.
Cold email at volume follows a pattern: several sending domains kept separate from your main brand, a handful of mailboxes on each, and a sequencer that rotates sends across all of them. Every one of those mailboxes is a paid Workspace user. The tooling around it (Admin console, Drive, Meet, Gemini) is what you are paying for, and none of it helps a sequencer send.

Google prices from workspace.google.com/pricing, checked October 6, 2026, in US dollars, before Google's introductory discounts. The annual plan requires a one-year commitment. Google sells Business Starter, Standard and Plus for a maximum of 300 users per account, so 1,000 mailboxes means several Workspace accounts or an Enterprise contract quoted by Google's sales team. Domains are excluded on both sides because you need them either way; on Winnr they are a one-time purchase (a .com is about $13), or nothing to connect if you own them. Optional warming on Winnr adds $0.60 per mailbox per month.
Over a year, 50 mailboxes cost $4,200 on Workspace's annual plan against $828 on Winnr Startup. At 200 mailboxes it is $16,800 against $2,268.
Workspace is covered by the Google Cloud Acceptable Use Policy (last modified October 13, 2025). It says customers agree not to use the services:

The same policy states that failure to comply "may result in suspension or termination, or both" of the services. Gmail's sender guidelines also point Workspace customers who "send large volumes of email" to Gmail's spam and abuse policy. How Google applies this to any given account is Google's call, not something you control.
Google's published limit is 2,000 messages per user per day (500 for trial accounts), and a user who hits a limit cannot send new messages for up to 24 hours. Cold email senders run far below that number, so the hard cap is rarely what stops them. Reputation and policy are.

The common setup is to keep Google Workspace on your main company domain for everyday email and run cold outreach from separate domains on Winnr. Never send cold email from your primary domain. One caution: connecting a domain to Winnr points its mail records at Winnr, so do not connect a domain whose inboxes your team uses on Workspace. Use separate sending domains instead.
