The universal inbox syncs on demand, not on a fixed background schedule. It syncs while you have Winnr open (at most every 15 minutes), when you click Refresh, and for API users when the inbox is read. Here's exactly when new mail shows up.
View the inbox of a single mailbox by clicking the inbox icon on its row in Email Users. It opens the universal inbox filtered to that mailbox, so it needs the universal inbox turned on and shows mail as of the last sync.
